Job Details
Position: MEAL Specialist (Monitoring, Evaluation, Accountability, and Learning)
Contract Type: Definite
Location: Addis Ababa (Frequent field travel required)
Salary: $775 USD per month
Job Summary
The MEAL Specialist will report to the MEAL Unit Manager and Consortium Manager. The role is crucial in ensuring that the MEAL framework of the EC-funded Empowering Future for Women and Youth Beyond Agriculture consortium project aligns with donor and PIN standards. The specialist will oversee MEAL design, methodology, tools, and reporting while managing the consortium MEAL technical working group.
Key Responsibilities
1. MEAL System Design and Planning
• Develop MEAL strategies that meet donor and internal requirements.
• Ensure monitoring tools are effectively designed and functional (using Zite, KoBo, Power BI).
• Support external evaluation framework development and evaluator selection.
• Monitor project impact on target populations.
2. Monitoring, Implementation, and Reporting
• Develop data collection methodologies and tools, ensuring quality implementation.
• Conduct result-based monitoring (Surveys, FGDs, KIIs, etc.).
• Track progress and provide timely reports to managers.
• Organize independent field visits to validate data.
• Compile lessons learned and share with stakeholders.
3. Internal & External Reporting
• Support consortium partners in results-based reporting.
• Lead MEAL-related biannual and annual reporting.
• Organize and lead the MEAL Technical Working Group.
• Conduct independent monitoring of project activities.
• Analyze data and provide insights on project impact.
4. Staff Mentorship and Capacity Development
• Provide training and technical support to MEAL Officers.
• Monitor partner NGOs’ MEAL activities and ensure compliance.
• Conduct capacity-building initiatives for staff.
5. Community Feedback & Learning
• Strengthen the Community Feedback and Response Mechanism (CFRM).
• Ensure feedback is incorporated into project improvements.
• Document and share best practices and lessons learned.
6. Compliance & Safeguarding
• Adhere to PIN’s Code of Conduct and Key Policies.
• Implement safeguarding measures, including SEAH (Sexual Exploitation, Abuse, and Harassment) risk analysis and mitigation plans.
• Ensure partner organizations comply with safeguarding policies.
Job Requirements
• Education: Bachelor’s degree in Social Science, Development Studies, Economics, Statistics, or a related field.
• Experience: 2 to 5 years in MEAL, preferably in consortium projects and INGOs.
• Skills:
• Experience in M&E planning, training, data collection, and reporting.
• Strong knowledge of core humanitarian standards.
• Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
• Excellent command of spoken and written Amharic and English.
• Ability to work in challenging environments under tight deadlines.
• Strong references (to be cross-checked).
