The Ethiopian Academy of Sciences (EAS) is an independent, non-governmental, and non-profit organization dedicated to fostering scientific excellence, creativity, and innovation in Ethiopia. Established in 2010 and recognized by Parliament in 2013 (Proclamation No. 783/2013), EAS provides evidence-based policy recommendations and organizes public lectures, conferences, and workshops on national priority issues.
Position Overview
EAS is seeking a Monitoring, Evaluation, Research, and Learning (MERL) Officer to lead planning, monitoring, evaluation, impact assessment, and reporting. Working closely with the Executive Director, the MERL Officer will ensure data-driven decision-making, program accountability, and continuous learning across EAS initiatives.
Key Responsibilities
• Develop and implement monitoring and evaluation (M&E) guidelines to improve program effectiveness.
• Standardize reporting systems and provide technical support in M&E processes.
• Collaborate with internal teams and external stakeholders for strategic planning.
• Collect, analyze, and disseminate data for project formulation and improvement.
• Conduct baseline surveys, impact assessments, and case studies.
• Assist program officers in project planning, execution, and evaluation.
• Organize training sessions on participatory planning, monitoring, and evaluation.
• Develop an information management system to document best practices, lessons learned, and research insights.
• Establish program evaluation schedules and ensure adherence.
• Develop performance indicators and results frameworks aligned with EAS objectives.
• Monitor and assess program impacts and compile periodic reports.
• Prepare and submit consolidated performance reports on a quarterly, biannual, and annual basis.
• Perform other duties as assigned.
Qualifications & Requirements
• Education: MSc/MA in Economics, Statistics, or a related field.
• Experience: Minimum 4 years in monitoring, evaluation, planning, or project implementation.
Technical & Soft Skills:
• Strong knowledge of participatory methodologies in M&E.
• Experience in database management and performance measurement.
• Expertise in indicator selection, target setting, and reporting.
• Proficiency in statistical software and IT tools.
• Excellent command of English and Amharic (written and spoken).
• Strong organizational, analytical, and problem-solving abilities.
• Ability to work effectively in a fast-paced, multitasking environment.
