It is registered as a local organization under civil society organization proclamation No 1113/2019. KNCV Ethiopia works through project implementation, research, and evidence generation to reduce TB and related diseases in the country.

Position

Senior Finance and Administrative Officer

Purpose of the Position

The Senior Finance and Administrative Officer will ensure accurate, timely, and compliant financial management and administrative support for the organization’s projects and operations. The role involves overseeing financial administration, HR, IT, budgeting, reporting, and ensuring compliance with donor requirements and local regulations. The Officer will handle a variety of financial activities, including posting financial transactions, preparing checks and payment vouchers, budget analysis, and cash flow management to ensure smooth program operations.

Reporting Line

• Reports hierarchically to the Finance Manager and functionally to the Executive Director.

Key Responsibilities

• Financial Management and Reporting:

• Prepare, review, and ensure the accuracy of financial documents and reports.

• Facilitate budget preparation with technical and operations teams.

• Monitor budgets, track expenditures, and report on variances.

• Ensure compliance with donor financial regulations and local government requirements.

• Prepare financial statements, bank reconciliations, and forecasts.

• Process payroll, ensuring compliance with tax and pension obligations.

• Coordinate internal and external audits and resolve queries promptly.

• Monitor cash flow to ensure sufficient funds for project activities.

• Prepare expenditure reports and monitor variance to prevent overspending.

• Develop and maintain financial accountability and control systems.

• Administrative and HR Support:

• Maintain organized financial and HR documentation.

• Lead recruitment processes and advise staff on HR policies.

• Ensure staff leave and entitlements are managed according to labor laws and KNCV policies.

• Manage employment contracts and staff payroll.

• Support staff and partners in financial and administrative management.

• Logistics:

• Provide logistics support for project implementation.

• Ensure effective management of inventories and organizational assets.

Qualifications

• Education: Bachelor’s or MBA degree in Business Administration, Accounting, or Finance.

• Experience:

• At least 5 years of post-qualification experience in a similar role.

• Experience in NGO settings is preferred.

• Proficiency in accounting software (e.g., QuickBooks).

• Knowledge of IPSAS and donor-funded project budgeting (e.g., UNITAID, EU, USAID).

• Strong organizational, communication, and interpersonal skills.

• Experience with financial reporting and audits.
