PHE Ethiopia Consortium (PHEEC) is a non-profit organization working on integrated population, health, and environment (PHE) issues. PHEEC brings together diverse stakeholders to address sustainable development challenges through collaborative efforts.

Position Purpose

PHEEC is seeking a dynamic and experienced Finance Manager to oversee and manage all financial aspects of the organization. This role involves budget planning, financial reporting, team support, and strategic input to aid sound financial decision-making. The Finance Manager is a key member of the finance team and ensures financial compliance, sustainability, and efficiency.

Key Responsibilities

  • Coordinate and oversee annual budgeting and monthly forecasting processes.
  • Prepare and analyze financial reports for management, donors, and government stakeholders.
  • Provide financial insights and strategic recommendations for better decision-making.
  • Offer training and guidance to program staff and partners on financial matters.
  • Monitor project expenses, conduct variance analysis, and recommend adjustments.
  • Ensure financial sustainability and cost-effective practices.
  • Evaluate budgets and actual expenditures, identifying trends and cost-saving opportunities.
  • Supervise finance department operations, set goals, and implement financial frameworks.
  • Collaborate with external auditors and ensure proper financial monitoring and compliance.
  • Track fund transfers between HQ and field offices, ensuring accurate accounting records.
  • Prepare quarterly and annual financial reports and submit to the Finance & Admin Head.
  • Support interdepartmental planning and financial coordination.
  • Perform any additional duties assigned by the supervisor.

Required Qualifications & Experience

  • Master’s degree in Financial Management, Accounting, or Business Administration.
  • Minimum of 5 years of experience in a similar role within the NGO sector.
  • Proficient in financial management software.
  • Strong leadership, interpersonal, and communication skills.
  • In-depth knowledge of financial regulations, accounting principles, and compliance standards.
  • Proven ability to manage multiple projects under pressure and meet deadlines.
  • ACCA or other relevant professional qualification is a plus.
  • Supervisory experience of 2–4 years preferred.
  • Excellent verbal and written English communication skills.
