1. Project Officer
Position Summary:
Health Poverty Action (HPA) is preparing to implement a project in Addis Ababa aimed at improving the living conditions of Type 1 diabetes patients through capacity building, awareness raising, and the promotion of economic activities. Under the overall supervision of the Program Coordinator, the Project Officer will be responsible for planning and implementing project activities at the field level. The role involves coordinating with internal staff, project participants, stakeholders, and government officials, as well as providing timely and accurate reports.
Major Responsibilities:
Project Implementation and Capacity Building
• Prepare detailed project implementation plans, including budgets, activities, procurement needs, timelines, and resource allocations.
• Engage communities, associations, and key stakeholders in identifying project participants.
• Collaborate with MEAL staff to develop Terms of Reference for assessments and ensure high-quality implementation.
• Facilitate and ensure capacity-building activities meet established standards and methodologies.
• Propose innovative and effective approaches to project implementation.
• Coordinate action plans that integrate evidence-based strategies.
• Ensure project activities align with approved plans, schedules, and donor requirements.
• Prepare and share weekly and monthly work plans.
• Integrate gender, protection, safeguarding, accountability, and environmental considerations into project activities.
• Promote collaboration with other government and partner initiatives.
• Provide technical and management support to the implementation of project outputs.
Project Monitoring and Reporting
• Collaborate with M&E staff to develop a comprehensive monitoring and evaluation framework.
• Prepare donor reports as scheduled (monthly, quarterly, and annually).
• Maintain systematic documentation of project activities and lessons learned.
• Coordinate closely with logistics and finance staff to ensure compliant project execution.
Program Coordination
• Establish and maintain strong working relationships with government offices, CBOs, cooperatives, private sectors, and partners.
• Engage regularly with project stakeholders and contribute to policy initiatives.
• Facilitate information sharing across programs and maintain a strong network of contacts.
Requirements:
Educational Qualifications:
• BSc Degree in Business, Social Sciences, or related fields.
Experience and Skills:
• Minimum of 3 years’ experience in an I/NGO setting.
• Experience in livelihoods and Income Generating Activities (IGA) approaches is a plus.
• Strong technical, planning, reporting, and evaluation skills.
• Excellent communication and liaison skills.
• Basic computer skills (MS Word, Excel, Internet, etc.).
Language Requirements:
• Proficiency in spoken and written Amharic and English.

2. MEAL Officer
Position Summary:
The MEAL Officer will be responsible for developing and implementing a strong Monitoring, Evaluation, Accountability, and Learning (MEAL) system, ensuring the timely collection, management, analysis, and presentation of data. This role supports internal reporting, donor reporting, and may involve research studies focusing on immunization and surveillance systems.
Core Responsibilities:
M&E Design and Planning
• Develop country program M&E frameworks and databases.
• Assist with developing project logframe matrices and M&E tools.
• Lead M&E trainings, project reviews, impact assessments, and lessons-learned workshops.
• Review existing socio-economic data and summarize findings to inform project proposals and baseline studies.
• Develop TORs and costings for surveys and assessments.
Implementation of M&E
• Ensure quality data collection practices.
• Conduct periodic qualitative assessments at the field level.
• Analyze and provide program data for reports and ongoing improvement.
• Assist in internal studies and evaluations.
Research Studies
• Conduct literature reviews and qualitative consultations.
• Collect and analyze demographic and project-specific data.
• Support the drafting of mixed-methods research studies.
Communication
• Prepare and disseminate M&E reports and findings.
• Support the production of donor reports and ensure regular project updates.
• Document project best practices, success stories, and produce newsletters and social media updates.
Requirements:
Key Competencies:
• Strong communication and presentation skills in English.
• Ability to simplify M&E concepts for non-M&E staff.
• Proven ability to track project achievements against set targets.
• Extensive experience leading M&E activities and conducting field assessments.
