The Consortium Finance Specialist plays a key role in managing financial partnerships and consortiums. This role ensures effective financial monitoring, reporting, and compliance with donor regulations, with a focus on GFFO (German Federal Foreign Office) grants. The position reports directly to the Finance Manager with a strong functional link to the Chief Operating Officer (COO).

Key Responsibilities

1. Strategic Financial Planning & Risk Management

✔ Implement and monitor financial action plans for HI’s financial strategy.

✔ Track financial indicators and report risks to management.

✔ Ensure compliance with legal and financial obligations.

2. Financial Policies & Internal Control

✔ Deploy and enforce HI’s financial policies, procedures, and standards.

✔ Maintain accurate financial records and comply with data protection regulations (GDPR).

✔ Strengthen internal financial control systems.

3. Grant & Budget Management

✔ Oversee financial planning, budgeting, and cash flow to support project activities.

✔ Ensure effective grant tracking, monitoring, and compliance.

✔ Monitor budget utilization and provide timely financial guidance.

✔ Support the annual budgeting process and ensure accurate financial reporting.

4. Partner & Consortium Financial Support

✔ Ensure financial transparency and compliance with donor rules in consortium projects.

✔ Provide financial capacity-building for partner organizations.

✔ Monitor and review partner financial reports and ensure accuracy.

5. Grant Auditing & Closure

✔ Facilitate donor audits, including preparing Terms of Reference (TOR).

✔ Ensure all financial transactions and outstanding payments are settled before grant closure.

✔ Support annual financial audits.

6. Institutional Donor Financial Management (GFFO)

✔ Assist in drafting and managing institutional funding proposals.

✔ Ensure compliance with GFFO donor regulations and reporting guidelines.

✔ Monitor grant expenditures, financial risks, and contractual obligations.

7. Compliance & Emergency Preparedness

✔ Ensure compliance with government regulations on project approvals and reporting.

✔ Contribute to emergency response planning and financial risk mitigation.

Qualifications & Requirements

✔ Education:

• Master’s degree in Accounting, Finance, or Financial Management.

• Professional certifications such as ACCA or CPA are an advantage.

✔ Experience:

• 5+ years of experience managing finances for GFFO, EU, or ECHO grants.

• Strong knowledge of institutional donor regulations and financial reporting.

• Experience working with consortium grants and sub-granting mechanisms.

✔ Technical Skills:

• Proficiency in financial management software (NAV, BFF).

• Strong skills in budgeting, grant tracking, and financial analysis.

• Ability to manage multiple grants and partners effectively.

✔ Soft Skills:

• Strong communication and reporting skills (verbal and written).

• Ability to meet tight deadlines and work under pressure.

• Team player with excellent analytical and problem-solving skills.
